A Grammatical Dictionary of Botanical Latin

 
Exclamation mark, exclamation point (!): see ‘vidi’ (note);

a) seen by the Author [vidi, I have seen (it)].

b) “after a citation of a specimen it means that this has been examined by the author citing it”

c) “after a citation of literature, notably, by de Candolle, it means that he has examined an authentic specimen from the author whose work is cited” (Stearn).
